This framework document outlines a proposal for a new W3C patent policy,
including the following components:

	- Background on patents, standards, interoperability and the Web 
	- Proposal for disclosure and minimum license obligations of W3C
Members 
	- Proposed changes to the W3C Process Document and Member Agreements

This document includes both informative sections on the context of the
patent licensing questions faced by W3C, as well as normative sections
which propose specific changes to the W3C Process Document and Member
Agreements.
