Briefly: German is pushing free software into the government.
The Federal Minister of Industry has sponsored some efforts about 
PGP-clone, in order to promote free implementation of public keys 
cryptography (www.gnupg.org).
Defense and Foreign Affairs have already limited their dependency from 
american proprietary software, for security reason.
Also the new KDE 3.1 development is helped from german agencies in order 
to promote a free alternative to Microsoft Office / Microsoft Exchange.
