The article:
Free software will be impulsioned by national project in Brazil

(Porto Alegre is capital of Rio Grande do Sul, a state at the extreme
south of Brazil.
The state had a govern of PT, the same faction of Lula, our president,
and that time
the public administration implanted a  successful project with Linux
that culminated
in all these activities and events.)

At 07/06, in Porto Alegre, during the IV International Forum of Free
Software (FISL),
was created the Free Project Software Brazil (PSL BR), with support of
federal government.
The PSL BR already has the mission to organize the V FISL, in 2004,
again in Rio Grande do Sul.

The decision to stimulate the free software with a national articulation
-- uniting different levels
of government, private and public instituitions, companies,
universities, programmers and users
-- was received with enthusiasm by almost 4.000 persons in the IV Forum.
The event had 269 lectures and people representing 24 brazilian states
and 14 countries.

The first activity of PSL BR will be realize at 19-20 of August, in the
Senate, when will be divulge
to the international community that Brazil is open to support and
implant free software.

The PSL BR were inspired by the PSL RS, that led the organization of
four international
forums, and stimulated the development of free solutions in the public
administration, beyond
to have attracted several companies of technology for that kind of data
processing.

Marcelo Branco, one of coordinators of PSL RS, declared that, with the
initiative, no one country
of the world will have so favorable conditions as Brazil to disseminate
the free software.
He said also that Brazil spends more of US$ 1 billion in royalties,
valour that could be destined
to social area. Branco considers the meeting of this year as the biggest
of the world about free
software. Big companies, as IBM and Cisco, sponsored the FISL, that had
stands of 20 companies
showing free solutions.

The IV Forum started at 05/06 with good news to free software community.

Sergio Amadeu (president of National Institute of Information
Technology) said that the
free software is a political public of government Luiz Inácio Lula da
Silva.

Claudio Prado (from the Department of Culture) said that Gilberto Gil
(minister of Culture) will help
to "tropicalizar a digitalização", and he remembered that the
"tropicalista" Gil made technology
inovations at the music in the years 60. In his opinion, the people
"more revolutionary of govern"
are driving the politics of data processing.

Germano Rigotto (governor of Rio Grande do Sul) was impressed with the
dimension the event
and with the number of young people. Those characteristics assure a
promising future to the cause
that is against the proprietary software -- programs that establish
dependence, stop the technological
autonomy, and still charge (a lot) by licenses.
