We will be very pleased to invite you to participate in this new OS effort,
EOSCIS European FP6-IST-INNOV-6 funded project in order to cooperate with all of
us for doing an Information Space of Open Source to watch, to exchange
experiences, to share resources and scattered individual efforts, to
strengthen our International initiatives and in definitive to exploit our
services, resources and experience.
As you know we are awaiting the Evaluation Summary Report (ESR) from the
IST-3 EU2FOSS and Accessibility2info proposals. At the moment we only know
that in the INCO call, there were 34 proposals submitted, with EU2FOSS that
means 1/3 (considering 700.000EUR each one and 14MEUR total budget) of
probability of success approx.

CONSEN (EEIG) is working in this same innovative line of cooperative
Open-Source Info-Space. Now we have registered EOSCIS in the INNOV-6
1.3.1.2- Entrepreneurial Innovation and Clusters call, (EPSS ID: ) as
Coordinate Action (CA) 100% funded project (deadline 2005-01-27), budget
1MEUR 18-24 months, with 20-30 partners from the enlarged Europe.
We have two month for preparing and lobbying (very important here to build
the consortium with the maximum representative stakeholders of Open-Source),
necessaries and requested in this call.
This is an opportunity to reach funds for doing a common and relevant FOSS
industrial sector with world force. The Budget for partner are 30.000 -
60.000EUR. He was to attend a set of workshops and provide experience,
produce contents, answer questionnaires and surveys and coordinate actions,
policies and projects between us in a Europe extended level.
Are you interested?
R1 Partner Group (Facilitator Role): They are the steering and basic team
working continuous. There are 10 partners in this group.
R2 Partner Group (Cooperant Role). They are the popular group of partners
whom
attend the four Work-Shop, Working on-line during the rest of time
interacting in each of the 4 Work-Shop stages: Grouping; Approaching;
Exploiting and Assessment. There are initially 20 partners in this group
The objective of EOSCIS action is to activate cooperation between the
Open-Source business clusters in the Enlarged Europe.
EOSCIS acts through the establishment of interactive linked networks between
Open-Source Industrial, Experts, Developers and Users clusters, e.g.
eLearning Content Producers, Learning Management Systems (LMS)
implementators and developers that operate in the different domains of the
Open-Source in Information Technologies applications.
EOSCIS action assists existing clusters to adopt \"outward looking\"
approaches by establishing learning platforms in a common and shareable
Info-Space between them for exchanging and transferring experiences,
information, good practices and knowledge.
The EOSCIS networks facilitates the exploitation of synergies, the joint
development of collaborative/cooperative projects and assist clusters from
different domains to move towards to mega-clusters through partnership
schemes.
EOSCIS encouraged to involve regional and local agencies of development and
innovation transfer aspiring to undertake policies fostering the development
of clusters, in particular in the new Member States.
EOSCIS outcomes should include specific proposals for policy actions.
EOSCIS exploits synergies with existing projects and networks that have been
already developed in the framework of the European FP6, PAXIS, eCONTENT and
other initiatives will be strongly encouraged.
EOSCIS is an effort for networking the Open-Source players, actors,
stakeholders, and users and encouraging interaction between them in a common
Cooperative Info-Space
EOSCIS connects and group key players, users and stakeholders to promote
change, entrepreneurial innovation and inter-linkages in the European
innovation system.
EOSCIS challenges and strategies differ widely by the Open-Source sectors,
types of companies, community, organization, technology areas and markets,
doing a multi-dimensional matrix of thematic Interests.
In addition, in these thematic group EOSCIS identifies and support the
\"sectorial leaders and keys organizations\" and the main types \"sectorial
leaders\" of innovation players, such as \"pioneers\" innovation \"drivers\" and
\"catalysers\" and technological \"multipliers\" disseminators.
EOSCIS Info-Space acts as Market and Information Environment Monitor
defining sectorial benchmarks and indicators for policies and decision
makers.
These thematic EOSCIS groups identifies and discuss solutions of leverages
and barriers to innovation such as consumer habits, tradition & culture,
organizational rigidities, product regulations and interoperability
constraints, market fragmentation, workforce mobility, lack of skills and
sources of financing.
