Non so se questo era gia' segnalato:
(1) Le raccomandazioni su e-governance addotto in data 15/12/2004 dal
Consiglio Europeo (http://europa.eu.int/idabc/en/document/3765/194) include:
"Provides for an ICT policy based on technology neutrality, open standards
and on the assessment of possibilities offered by different software
models, including open source models."
(2) Il "European Interoperability Framework for pan-European e-Government
Services"

ha tra gli "underlying principles" i seguenti (vedi sezione 1.3):
