Many of you  have participated in the discussions over the last couple of
days and will appreciate the serious concerns many of us feel over the
current draft of EIF V2 that has been circulated  by the Ec to member states
for comment. We understand that comments have been requested of them by
tomorrow (FRIDAY), so speed is of the essence.
In our view this draft significantly undermines all past work on openness,
open standards and indeed Free/Open source, which many of us have shared.
On a conference call today we agreed a number of actions, many of which will
continue over a period of time, but highest priority are letters of
complaint being sent to Commissioner Kallas/Francisco Garcia-Moran DG of
DIGIT, and a letter from myself to all CIOs/Head of eGovernment in every
member state as well as their PEGSCO representative on the EC Committee.
Attached for your reference is a draft of this letter which we believe makes
all the key points.
We would ask you to consider two actions at a local level,

   - Firstly immediately write a similar letter expressing concern and
   asking your country to reject this draft
   - Blog locally

I attach the OFE draft letter ( subject to final approval), a list of all
known member state representatives, and a summary I produced in preparation
for todays call, which summariese the major objections we have.
